Assessment of on-street parking management strategies in terms of traffic circulation: the case of Süleymanpaşa, Tekirdağ

Abstract

This study sets out parking management strategies and, working from the relevant legislation, regulations and standards, presents a worked parking management study for the district of Süleymanpaşa in Tekirdağ. It shows that charging systems for on-street parking deliver fair and equal use, increase effective capacity and, on roads whose geometry is suitable, do not impede traffic circulation. It also finds that most municipalities in Türkiye have introduced on-street parking charges in recent years without any technical study or planning, and have consequently faced annulment in the courts. Moreover, even where road geometry is suitable, there are streets and sections where on-street parking should not be permitted. Beginning from parking surveys, the study establishes parking requirements at neighbourhood level. In the study area of Süleymanpaşa, a requirement of at least 6,000 vehicles per day was identified.
